CIVIC Leadership informs and influences high levels of community esprit de corps within our region, while giving a skill set to program graduates so they may led Hampton Roads to an ever-improving place to work, live, play and grow.
  • October 2013: – Joint venture partners Noah Enterprises, Inc., MEB General Contractors and design team member RRMM Architects announce that P851 First Naval Construction Division Operations Control Facility, was awarded the Navy’s first LEED (Leadership in Energy and Environmental Design) Platinum project in the Commonwealth of Virginia at the Joint Expeditionary Base, Little Creek. P851 is only the 20th LEED Platinum facility honor earned by Naval Facilities Command worldwide. LEED certification is an internationally recognized mark of excellence. LEED building design and construction uses strategies aimed at achieving high performance in the key areas of human and environmental health, sustainable site development, water savings, energy efficiency, materials selection and indoor environmental quality. Named in honor of Lieutenant Carl Milford Olson, P851 is a new construction design/build featuring Geothermal HVAC system, solar panels, rainwater harvesting, recycling programs, photovoltaic lighting and permeable pavers that earned a score of 96 out of a possible 100 for LEED Platinum certification.
