P-851, First Naval Construction Division Operations Control Facility

JEB Little Creek – Fort Story, Virginia Beach, Virginia

Noah Enterprises was the managing partner for this joint venture and directly responsible for 25% of the construction. Recently awarded LEED Platinum status, this design/build project involved the design and construction of a new state of the art 28,331 SF, two-story headquarters facility in support of the First Naval Construction Division. As command headquarters, the P-851 1NDC facility included office, communication and support spaces and secure spaces required to meet DCID SCIF regulations. The state of the art communication system includes AV, security intrusion detection system, and SPIR NPIR NET systems.

The exterior is brick veneer with a metal stud construction; colors and details are consistent with JEB Little Creek – Fort Story’s Base Exterior Architecture Plan (BEAP). The building implements a barrier-free, ADA accessible design. P851 is the 1st Navy facility in the Commonwealth of Virginia to achieve LEED Platinum Certification. Named in honor of Lieutenant Carl Milford Olson, P851 is a new construction design/build featuring Geothermal HVAC system, solar panels, plumbing integrated rainwater harvesting, recycling programs, photovoltaic lighting and permeable pavers.
